Sir,

In acknowledging receipt of your letter of this date, I have the honour to transmit to you a copy of the Original Paper from Major Edwards of the 98th Regiment, and to report that you had received two Prisoners. Warned by that Officer, I am directed by Sir Henry Pottinger to inform you, it is His Excellency's opinion, Major Edwards had no authority whatever to send those Prisoners to you, and that you are consequently not justified as Chief Magistrate &c.
